Annotation

The article contains the analysis of the characteristics of pay in medicine and higher education after the introduction of the new pay system in the budget sector of the economy. An experience of implementing a new approach to remuneration for example, medicine and higher education in the Astrakhan region, identified problems in the field of pay for higher education.
