The Rrole of Civil Society and Cross-sectoral Partnerships to Realize the Potential of Social State in Russia

Annotation

This paper shows that, in prioritizing of the welfare state leading challenge is to build on a fundamentally different basis of relationship between the state and civil associations through the strengthening of institutions cross-sectoral social partnership, public management based on public values and interests, allows you to create a strategy for social development in which the beginning of the civil self-organization was supplemented by systematic efforts of the state and reinforce each other. Through this mechanism, formed civilized practice of public and social relations based on solidarity and responsibility of the subjects of public administration.
