Annotation

The article discusses the history and development of the Charter as an example of federal subject the Volga Lowland – Astrakhan region. Among the major historical factors that have influenced changes in the Charter area, you should call the transition form a new Russian statehood, the question of distribution of legislative powers between the region and the federation.
