Theoretical aspects of the policy implementation

The theoretical approaches to the policy implementation are analysed in this article. At the approach В«top-downВ» the basic attention is given to the ability of the policymakers to put the precise policy purposes and to supervise a stage of policy implementation. At the approach В«bottom-upВ» street level bureaucrats are considered as the main actors of policy implementation, thus process of policy implementation represents process of negotiations between them. In the mixed theories attempts to overcome the difference between the two first approaches are done.
