Man power international migration in view of geopolitical trends
Annotation
This article touches upon the problems of receiving authorities by government bodies in Stavropol region and Dagestan during the Soviet period. We examine the evolution of governor's post. We analyze the procedure of nominating candidates in deputies through CPSU Party Committees. We mention the peculiarities of legitimation of political power in Dagestan under the conditions of multinationality. One can draw only one conclusion concerning the legitimation of government bodies, despite the fact that population of these regions was in fact kept away from participation in forming authorities.
