Annotation

The given article deals with the important issue of the day - local government system as a legal institution. The author analyses the issue in terms of political science. The analysis of normative - law foundations of local government system is carried out in accordance with the Items of the Federal Law № 131 - FL. Having defined the term «the function of governance» the author concentrates his attention on practical appliance of the main functions of the political participation in the Russian system of local government. The following article has a great practical meaning for those who are interested in the matter of the local government.
