Annotation

The article deals with the analysis of patterns of Russian public activities in the process of solving ecological problems. The author analyses state and public partnership in the frames of The Caspian Ecological Program. Potential preferences and difficulties of public participation in the environmental decision making process are in the focus of author's attention.
