The article represents the fundamental problems of a new direction in the science, which studies the dynamic changes, proceeding in the natural and artificial system complexes under the effect of informational energy of external and internal medium. The introduced by the author concept «SINERGENICS» reflects the essence of the new direction, represented as the science about the general regularities for the natural and artificial systems and their processes of energy-information exchange.
