Ethnopolitical Security of Russia: Analysis of Expert Assessments

The article presents the results of the study Russia’s ethnopolitical security as an essential part of its national security. The source base includes a survey of twenty experts from eight constituent entities, practitioners and theorists, as well as sociological and official data. The author describes the threats and risks, the change dynamics and the shortcomings of the current ethnopolitical security policy. The main systemic, institutional, political-administrative and other types of factors affecting it are identified. The results show that the current policy is generally consistent with the objectives of strengthening civil unity, all-Russian civil identity and interethnic harmony. It is assumed that the existing uncertainty and hybrid nature of threats complicate forecasting and planning. The implementation of effective steps in the migration field and counteraction to external destructive influence will be decisive for reducing uncertainty and increasing stability. As a practical priority, the author substantiates the demand for a comprehensive approach that covers development of priorities and implementation mechanisms of state policy in the ensuring ethnopolitical security field.
