Special attention is paid to the issues of accessibility, inclusion and participation of persons with disabilities in public and political life, as well as the world experience in implementing the provisions of the Convention on the Rights of Persons with Disabilities in terms of ensuring access to voting for all categories of persons with disabilities. The methodological basis of the research includes historical, conceptual, socio-legal and comparative approaches. The historical method made it possible to trace the evolution of electoral law in world practice. Within the framework of a comparative approach, the peculiarities of granting the right to vote to people with mental illness and disability in different countries were analyzed. The conceptual approach allowed us to build an overall research strategy, and the socio-legal approach allowed us to assess the impact of the Convention on the Rights of Persons with Disabilities on the national legislation of countries. The issue of exercising active suffrage for certain categories of citizens, including people with disabilities, is being dealt with in an extremely differentiated manner in the world. At the moment, the UN has set the task of providing the same opportunity to participate in the electoral process.
