The approach of the team of authors is to separate the methodology and methods of election observation. The monograph attempts to formulate a system of principles of international election observation, taking into account the experience of the main historical forms of international election observation, their weaknesses and achievements. The monograph offers a model for systematizing the methodology, methods and techniques of modern international election observation.</p></abstract><abstract xml:lang="en"><p>The book “Methodology of Election and Referendums Observation” (Romashov R.A. et al.), published under the auspices of the Council Secretariat of the CIS Interparliamentary Assembly, contains an attempt to study and define the methodology of international election observation.
