But despite the fact that even among the highest bureaucracy there was a response to this idea, the Russian conservative society did not reach a consensus on the restoration of the ancient institution. The absence of class unity in society, the multinational composition of the Russian Empire, the hypertrophic role of nobility in the political life of the country, all this, according to some Slavophiles, created obstacles for the restoration of the Zemsky sobor. On the other hand, Russian В«guardsВ» feared that Zemsky sobor could develop into Parliament or even into the Constituent Assembly.
