The birth of the idea of the «North - South» ITC in the depths of the Russian government at the turn of the 2000s. Combines the following motives: an attempt to make money on the flow of Chinese goods in Europe by moving to cross-border transit routes through Iran, the countries of the Caspian sea and southern Russia; an attempt to give impetus to the Russian region of the Central, Volga and Caspian regions through linking production and growth of services along the MTC; and, of course, an attempt to enrich Russian-European relations with an interesting new initiative, which really shows the possibilities of Russia and neighboring countries.</p></abstract><abstract xml:lang="en"><p>Global highways, such as the North-South project, are a socio-economic phenomenon, largely formed by free volunteers of several states, which stimulate the selection of common interests necessary for their understanding.
