It is the adoption of consistent measures to develop the system of departmental education of the police, explaining to the personnel of the components of the system of checks and balances in the implementation of the right to use physical force, special means and firearms has significantly increased the limit of citizens ' confidence in the activities of law enforcement agencies, reducing social tensions, echoing from the previous post-perestroika period. This was a difficult stage of development for the Russian state, which forced the organizers of the departmental educational process to consider the mechanisms of minimizing the damage to life and health of citizens in solving professional problems. For a long time, discussions about the state regulation of the organization of training the police in the skills of preventive damage in the detention of criminals in the direct formulation of the question were out of the field of view of historians. The author has researched a large number of documents devoted to this problem.
