Specific features of the legal status of the commissioners of the human rights in the subjects of Russian Federation, their place in the system of regional bodies of government are analysed in the article on the example of Stavropol Krai. Functioning of regional human rights's ombudsmen in Russian Federation depends on many factors. It is shown in the paper that the effectiveness of human rights protection is largely dependent on the level of cooperation of the relevant government agencies, including prosecutors and ombudsmen.
