All electoral systems are complex, with a large number of technical and political elements, which are combined according to the needs, the participants of the electoral process and the desired goals. In this article the author examines the problems of electoral reform in the Republic of Colombia. Currently existing electoral system in this country needs a serious adjustment. The author concludes that the most effective political decision in this situation is the development and adoption of a new electoral code, which is able to replace the outdated and unconstitutional Code of 1986. The new Electoral Code of the Republic of Colombia, may develop and adopt within the framework of the current Constitution of the Republic of Colombia of 1991. According to the author, the electoral system is organized and operates in a way that puts the state tasks that need to be addressed.
