The issue of the quality of education is a matter of fact, the prospect of producing a new professional elite. This edition of the elite specialist becomes the main indicator of the efficiency and quality of work of the university. This test determines the quality of the evaluation of the university and the faculty. But this process is very laborious and lengthy in time. It requires a high availability of educational technologies, and best practices of certain traditions on their use. The latter implies a profound psychological and cultural restructuring of public awareness and change of attitude to this kind of educational institutions.</p></abstract><abstract xml:lang="en"><p>Modern higher education reforms are against strengthening the position of elite educational institutions.
