It is about existence at the municipalities corresponding to them competence, steady sources of the income which would allow them not only to carry out a covering of operating costs, but also on an independent basis to plan and realize programs of complex social and economic development of territories, to carry out flexible (financial and economic) impact on intra municipal processes. Material and financial equipment of public powers of authority - one of the basic principles of formation of competence which violation does powers formal, bezdeystvenny, not realized in practice that calls into question possibility of ensuring the rights, freedoms and legitimate interests of citizens, undermines trust of the population to an appropriate level of the power.
