Dynamics of Internet penetration in the Russian society has been steadily increasing from year to year, with the functions that the Internet provides, it becomes all the more. Now the Internet is able to provide many opportunities not only its ordinary users, but also representatives of civil society, as will be discussed in this paper. The article investigates the current state of the global Internet in our country, the work covers the basic ways of using the Internet civil society, identified related problems and make suggestions of possible solutions to these problems. In conclusion, the article provides a conclusion about the necessity of creating a single online resource is able to implement the basic ways of the global Internet civil society, thus allowing avoiding or minimizing the identified deficiencies in the work associated with the use of the Internet by civil society.
