                   century beginning there was a change of priorities in a world policy: soft force as a preferable variant of influence on other countries and the people began to alternate with the rigid force connected with application of traditional power measures of influence. Such symbiosis has received the name of "clever forceВ», including a wide tooling of foreign policy influence: diplomatic, economic, military, political, legal and cultural which application can be as separate, and in aggregate. The Russian Federation in the policy uses both soft, and rigid force, giving a priority to soft force in the future.</p></abstract><abstract xml:lang="en"><p>In the XXI
