According to management approach named «managerism», politics is understood as policy: either as the public administration or as social engineering. Discussing the theoretical differences between versions of the managerism, the atrticle specifies as the most important grounds of this approach the imperatives of rationality, solidarity and universalism. Managerism, claiming and promoting the idea of a non-political nature of the State, understands it as "service institute», guaranteeing the common good and acting in the interest of all citizens. In this context, making policy is treated as scientific rather than political decision; the processes of social control are derived from the confrontation between different interests groups; layer, responsible for the management, is proclaimed as "politically innocent" - acting in the public interest.
