There is a need to study the issue of abstracting emotional evaluations, and with it using the comparative method to try to find the best solution in this situation. The article investigates the issue of the need to introduce additional controls over civil activity on the Internet. To achieve this goal, the article examines the arguments against the introduction of, any additional control measures civic activity on the Internet and identifies the arguments for their introduction, and based on an analysis of all arguments and arguments concluded the feasibility of conducting control over the Internet.</p></abstract><abstract xml:lang="en"><p>The reason for writing this article is the recently adopted law on the control of bloggers, this law imposed restrictions may be just the beginning of measures to tighten control over the Internet.
