The objective of the study is to evaluate the role of the networks development effects in formation of new political elites. It is shown that under the influence of networks effects interpreted by the authors as a result of penetration of the network society in public policy, the new contours of the political elites of the modern states are being formed, due to the increasing role of individuals and online communities, erosion of traditional power structures, diffusion of power centers, formation of extensive domestic and non-state structures involved in political management at both the national and global level. The authors characterize the effect of "network lords and serfs" in the public space, the effect of the institutional network reverse, and the effect of citizen journalism. The conclusion is formulated that the new networks political elites are formed as a result of the integration of interacting of reflecting political actors, each of which is positioning its development plan of socio-political order in an interactive political space.</p></abstract><abstract xml:lang="en"><p>In this paper the characteristics of social transformations caused by network society development are dicussed, including how it affects the formation of a new political reality.
