The article deals with social capital as intangible resources, which occurs in the communication process of the individual with the environment and affects the formation of new political practices. The process of expansion of information and communication technologies and their impact on direct human contact is considered in this article. The author concludes that, despite the penetration of Internet technologies in human life, they are neither a threat nor a catalyst for civil society activity.
