The author analyzes the process of formation and functioning of the regional periodicals under the period of transition. The author analyzes new types of relations between authorities and prints. The specificity of the interaction between authorities and the local press is displayed through the example of working conditions for journalists, financial assurance of printed periodicals and conditions of dissemination of information.</p></abstract><abstract xml:lang="en"><p>The article shows the main trends of forming the system of mass media in the Russian Federation in the 90s of XX century, using the example of the Astrakhan region.
