At present stage the Russian electoral system needs a systemic modernization to restore its ability to provide the most important political function. The paper presents some results for the implementation of the research project "Optimization of the Russian electoral system from sanation to development." It is proposed to expand the list of elected officials, the reform of the electoral commissions, modernization of the system of legal protection of the institution of elections.
