The situation of Frontier or moving borders’ cultural landscape makes this balance to be more an imaginary than a real fact. Astrakhan region is one of such territories where more than 100 ethnic groups coexist for a long period of time.   All that means that the question of cultural security has a double meaning almost for every ethnic group of the region. Every citizen in such territory lives in a situation of constant changes. Very often he (she) becomes a Stranger in his own land.
