The article explores theoretical and methodological aspects of improvement of operation of free economic zones. Based on the analysis provided, the author suggests defining “free economic zone” more precisely, classifies free economic zones which allows determining their economic and social operational efficiency arising of comparative analysis between Russian regions. Based on comparative analysis between regions the author argues the sustainability of operation of zone with a special economic status, and suggests procedure on the basis of factorial method.
