The paper gives an evaluation of various agents’ roles   in this process.  Election results and surveys, for instance, that one carried out among the residents   of Altai Region, show the citizens’ unwillingness to participate in the formation both of the regional legislative bodies and ‘the agenda’ and their increasing indifference towards politics and reorientation   to solve problems individually. Being dependent, the political parties are only channels for promoting various interests within the legislative process. The case of the regions in Western Siberia shows that the real personalities in political decision-making are representatives of the executive power and lobbies who often act together on the basis of common interests and mutual support. In addition, the conclusion is made about the regional specificity in the agents’ composition in political decision-making that can be explained by the beliefs of the regional power and the number and resources of groups of interests.</p></abstract><abstract xml:lang="en"><p>The modern process of political decision-making at any level becomes polysubjective and provokes a discussion more and more often.
