In article the assessment of the regional policy which is carried out by the central power is given. Influence of strengthening of "power vertical" on formations of the regional political power is noted. Mechanisms of interaction of federal and regional political elite are considered. Among instruments of interaction of elite of different level the special place is given to a party role. Thus in article it is noted that despite serious influence of the federal authority, serious interaction with regional elite it did not develop.
