Modern studies of public values provide us to study public values of particular spheres of public policy. The study offers a definition of public values of the Russian electoral process. Enshrined in the law principles of elections can be characterized as formal public value of the electoral process in Russia. In the 2000s the transformation of public values of elections in Russia from values «Managing Down» to values «Managing Up». There is an emasculation of liberal public values of elections in Russia. Attempts are made to the implementation of new imitating public values. Most of the population is adherents of the liberal values of the electoral process.
