The process of development of educational management system is impossible without continuous development of personal, professional, management skills of public servants and teaching personnel.</p></abstract><abstract xml:lang="en"><p>This paper deals with the consideration of new approaches to educational system management and makes suggestion about the implementation of development processes considering standards of CDIO Global Initiative and new management technologies, adapted to the secondary education in Russia.
