The article reviews the activities of the Astrakhan regional representative assembly on forming regional budget policy in the 1990s. Follows noted that in this period of the Astrakhan regional representative assembly work in difficult economic conditions. Due to insufficient intake of federal funds deputies constantly looking for opportunities to replenish the regional budget. However, complex of laws of the Astrakhan region, which regulates the public sector, was accepted gradually, in accordance with the framework of federal law and in the 1990’s. There was a high activity of the Federation in tax policy.
