Recently, becomes relevant to the organization of the electoral system of the Russian Federation. The article examines the evolution of electoral systems in elections to legislative authorities in the Russian regions in the dynamics are studied the objective factors influencing their development. In the Volga Lowland region developed different models of electoral systems, from 1993 until the early 2000’s. All regions of the Volga Lowland region prefer a majoritarian electoral system. Rejection regions of the majoritarian electoral system occurred only because of the federal law in 2003. In the new mixed electoral system, not a «pure» proportional system has become the most convenient and preferred to elect members of regional parliaments.
