In article the organizational bases of world court created by the law on May 4, 1917 are investigated, features of realization of its basic provisions are allocated. The structure and functions of world justice, feature of its formation and development taking into account influence on it concrete social and economic, political and spiritual features of life of the Astrakhan province is considered. As a result the author comes to conclusion that reform had inconsistent and incomplete character, and in case of its realization, could complicate only system of legal proceedings and nullify a number of provisions of judicial reform of 1864. Despite discontent among the Astrakhan judges and lawyers, process of reforming of world court began in December, 1917. However reform not was it is finished in connection with changes in the political power in January, 1918.
