In the author's opinion, the peculiarity of a modern Russian labor market is economically groundless differentiation of wages. This peculiarity is vividly expressed concerning the employees financed from the budget. As the main reason of this phenomenon, the author points out the system of prices and wages ratio deformation which is caused by long inflation and also by the institutional conditions of formation of remuneration of labor in the budget sector. This article proves the point of view according to which the solving of structural problems in the labor market is only possible through application of the complex of measures which includes control establishment over inflation and changing of labor payment regulation of budget sector employees.
